Apparently, the new passport regulations have led to many people choosing to spend their vacation time and dollars domestically. People are choosing domestic destinations, like Hawaii, instead of dealing with all the hassle of the new laws. After reading stories like Meredith's, I'm not surprised. The following is a press release about the new laws and travelling in Hawaii.
KAUAI, HI--(MARKET WIRE)--Feb 19, 2007 -- Recommendations by the 9/11 Commission have led to a new law that requires US citizens returning to the country by air to show a passport. As of 2006, only a quarter of the American public actually held a passport. Hawaiian Beach Rentals recently conducted an informal survey that projected a marked increase in domestic travel as a result of the new passport legislation.
In accordance with the Intelligence Reform and Terrorism Prevention Act of 2004, the passport requirement is a part of the states' and Homeland Security's Western Hemisphere Travel Initiative. Charles Koehl of Hawaiian Beach Rentals states, "Our staff recently conducted an informal survey of our customers. In light of the new passport regulations, more than half the customers questioned intend to make domestic travel arrangements as opposed to scheduling international travel. In fact, one of our customers who's spent her life traveling the south pacific told us that as long as her favorite Kauai condo is available, there's really no need to leave the US."
As early as January 1, 2008, the Department of Homeland Security expects to have similar passport requirements that apply to sea travel. Traveling to domestic destinations such as an all-inclusive Kauai vacation package will allow tourists to plan exotic, luxurious, and hassle-free vacations by air or sea without having to obtain a passport.
Mr. Koehl further says, "American travelers now find it easier to come to Hawaii than other international destinations, but still want a customized experience that only local people can help coordinate. You know I love to travel. Tropical and romantic, Hawaii is a dream destination for me. I'm sure I couldn't do it on the same budget as our last vacation, but even Hawaii could be done frugally.
There are a broad range of options available from sites like kauai vacation packages. You could go all out and rent a lovely home for $6,500 per night, or go with the more modest rental home for $172 per night.
Even frugally, Hawaii isn't in our budget right now. When the budget increases, maybe it could be. Being frugal doesn't mean you can't do exotic things. It just means you do them thoughtfully and carefully, trying to save money where you can.
Travelling domestically is a wonderful option to avoid the hassle, not to mention the expense, (Meredith reported spending $600 for her family) of the new passport laws. And that is frugal use of your time, and money!

I think Mr. Koehl is being overly optimistic. Air and ship travel are probably going to get very expensive very soon. I imagine the airlines will continue to cut costs until they can't cut anymore. Then the prices will go up. Then the skies will get quieter. Not good living in San Diego with family in Puerto Rico. And not good if you're in the tourism industry in Hawaii.
